THE CORPORATON OF THE TOWNSHIP OF PAPINEAU-CAMERON

BY-LAW  2008-02

BEING A BY-LAW TO ADOPT A POLICY ON PROCEDURES FOR ACCOUNTABILITY AND TRANSPARENCY FOR THE CORPORATION OF THE TOWNSHIP OF PAPINEAU-CAMERON

WHEREAS the Municipal Act, 2001 as amended Part V.1 Section 223 on Accountability and Transparency requires all Ontario municipalities to adopt and maintain a policy on accountability and transparency;

AND WHEREAS  the Accountability principle is that the municipality is obligated to demonstrate and take responsibility for its actions, decisions and policies and that it is answerable to the public at large;

AND WHEREAS the Transparency principle is that the municipality will conduct its business in an accessible, clear and visible manner and that it's activities are open to examination by its stakeholder;

NOW THEREFORE the Corporation of the Township of Papineau-Cameron ensures that accountability and transparency are followed within the municipality by the following polices:

1.  Oaths of Office - municipal councilors take an oath of office to perform their duties without personal interest, bribes, malfeasance and duty to confidentiality.
2.  Department Heads take an oath of office to perform their duties without personal interest, bribes, malfeasance and duty to confidentiality.
3.  As per the Procedural By-law, all meeting are public and all voting is done publicly.   A policy has been set within the Procedural By-law for closed sessions/meetings.
4.  Council is open to hearing from the public and to hearing what is happening within the community
5.  Inquires, concerns and complaints are responded to in a timely manner.
5.  Procurement follows the Procurement By-law
6.  Notice follows the Public Notice By-law
7. Public notice given to annual budget deliberations
8  Municipal Performance Measure Program are public documents
9  Municipal Financial Statements are public documents, performed by an external auditor.
10. Procedure for the sale of land is governed by the Sale of Land By-law
11.  Fees and Charges for service are provided for in the Fees and Charges By-law
12.  The Township of Papineau-Cameron has adopted a Human Resources Policy Manual governing the administration of Human Resources and Related Programs.

This policy adopted this adopted by the Council of the Corporation of the Township of Papineau-Cameron on this 8th day of January, 2008.
